Kentucky's Final Cannabis Lottery Results: Transparency, Winners, and Next Steps
The wait is over for Kentucky residents eager to see medical cannabis dispensaries open across the state. On December 16, 2024, the Kentucky Office of Medical Cannabis (OMC) conducted its second and final lottery to allocate dispensary licenses. This marks a pivotal step in the state’s journey to launching a robust medical cannabis program.
A Transparent Selection Process
The Kentucky OMC emphasized fairness and transparency in the licensing process. To ensure impartiality, a random number generator was used at the Kentucky Lottery Corporation’s headquarters in Louisville. This approach was designed to give all applicants an equal opportunity, regardless of their size or resources.
Governor Andy Beshear, addressing the public, noted:
"Team Kentucky has worked hard to ensure that all medical cannabis business applicants have an equal and fair chance to become a part of this emerging industry."
Beshear also reassured Kentuckians that the system prevented any unfair advantages, particularly for out-of-state companies. The program's ultimate goal, he stated, is to provide safe, affordable medical cannabis to those who need it most.
Results: Louisville and Radcliff
Louisville (Jefferson County):
The December 16 lottery allocated two dispensary licenses to Jefferson County. Louisville residents can expect two dispensaries to serve the area, providing improved access to medical cannabis for patients.
Radcliff (Hardin County):
The earlier lottery on November 25, 2024, allocated four dispensary licenses in the Lincoln Trail region, which includes Hardin County. Of those, only one dispensary is permitted in Radcliff. Thoroughtrek LLC was selected to operate the Radcliff dispensary, bringing much-anticipated access to medical cannabis to the local community.
Governor Andy Beshear’s Speech
After the announcement of the lottery winners, Governor Andy Beshear delivered a heartfelt speech celebrating this milestone. He highlighted the importance of transparency, fairness, and Kentucky's commitment to public health.
"Today's announcement is about more than business—it's about providing Kentuckians suffering from debilitating conditions with safe, legal access to the relief they need. We have worked tirelessly to ensure this program is fair, equitable, and effective."
Beshear also emphasized the economic benefits, predicting job creation and local business growth. He urged continued collaboration among medical professionals, state agencies, and communities to ensure the program’s success.
What’s Next for Patients
Kentucky's medical cannabis program officially begins on January 1, 2025. Starting December 1, an online directory was made available to help patients connect with authorized medical practitioners. Currently, 154 doctors and advanced practice registered nurses are certified to recommend medical cannabis, with more expected to join.
Patients will need written certification from an authorized practitioner to apply for a medical cannabis card. With dispensaries opening soon, patients across the state will have access to relief for qualifying medical conditions.
