From 1990 to 2024, Kentucky's relationship with hemp and medical cannabis has undergone significant transformation. In the early 1990s, hemp cultivation was largely prohibited under federal law, stifling the state's rich history of hemp farming dating back to the 18th century. This began to change in 2014, when the federal Farm Bill allowed states to establish pilot programs for hemp research. Kentucky seized this opportunity, launching a hemp research pilot program that positioned the state as a leader in the re-emerging hemp industry. By 2018, the passage of the updated Farm Bill legalized hemp cultivation nationwide, spurring rapid growth in Kentucky's hemp production and related industries.

Medical cannabis has seen a slower but steady progression in Kentucky. Initial efforts to legalize medical marijuana faced considerable opposition, with various bills failing to pass in the state legislature throughout the 2000s and 2010s. However, public opinion began to shift, and advocacy efforts intensified. In 2020, a significant milestone was reached when the Kentucky House of Representatives passed a medical cannabis bill, although it stalled in the Senate. Persistent advocacy and growing public support culminated in 2024, when Kentucky finally legalized medical cannabis, establishing a regulatory framework for its use and distribution, marking a historic shift in the state's approach to cannabis.
